Queen abdicates in favour of her middle-aged son! (no sorry, Charles, not THAT queen . . . the one in Holland)

The Queen of the Netherlands announced last night that she was abdicating in favour of her son and heir after 33 years on the throne.
In a broadcast on Dutch state television three days before her 75th birthday, Queen Beatrix said she was stepping down because she believed ‘the responsibility should now lie in the hands of a new generation’.
The new king, Willem-Alexander, the 45-year-old Prince of Orange, will take over as monarch on April 30. He will be the first male to accede to the Dutch throne since 1890. His mother has ruled the Netherlands since April 30, 1980.

The change will be interesting to royal watchers in this country, given that our Queen is 86 and last year celebrated her 60th anniversary on the throne.
In April 2011, Prince Charles became the longest-serving heir apparent in British history.
The previous record, of 59 years, two months and 13 days, was set by his great-great-grandfather, King Edward VII.

Charles, now 64, became heir apparent at the age of three when his mother acceded to the throne on February 6, 1952.
She is the second longest reigning British monarch behind Queen Victoria, who ruled for 63 years.
But the Queen has always made clear that she takes very seriously her coronation vow to devote ‘her whole life’ to her country and it has long been accepted that it is unlikely she will ever abdicate

When it comes to the love of your family, it doesn't matter': Bravery of daughter who ignored warnings as she battled in vain to save her father and two brothers from deadly slurry tank

The sister of a rising rugby star killed with his father and brother in a slurry tank accident has said love for her family drove her to twice enter the fume-filled tank in a desperate attempt to rescue them.
Ulster Rugby player Nevin Spence, 22, his brother Graham, 30, and their father Noel, 58, died at their family farm near Hillsborough, County Down last September.
An inquest in Belfast heard yesterday the incident was first triggered when Graham Spence entered the tank to find a collie dog that had fallen in.
Emma Rice, who was also overcome by the poisonous gases when she climbed down a ladder to try to find her father and brothers, told Northern Ireland’s Senior Coroner John Leckey that she knew how dangerous it was to go into the pit.
'When it comes to the love of your family, it doesn’t matter,' she said.
After helping to pull her father from the pit, Mrs Rice passed out and fell back into the slurry as she tried to bring Graham to safety.
She was rescued by neighbours who had rushed to the scene to help.
Mr Leckey said Mrs Rice’s actions were 'extremely brave'.
The court heard that the young artist initially fought off the attempts by neighbours to stop her entering the tank, which was dark.
'I remember thinking they’re not going to live in there, so it was just get them out,' she said.
Mrs Rice’s sister Laura and mother Essie were also in court for the first day of the inquest.
The incident happened just after 6pm on September 15.
The inquest was told that Nevin and his brother had been working in the farmyard loading wood into the Ulster star’s car, helped by friend Andrew Oliver.
Mr Oliver and Nevin then went into the farmhouse after the rugby player’s mother called him for his dinner.
Shortly afterwards, Noel Spence came into the house and said the dog had fallen into the tank.
The tank was located under a shed that housed calves. Accessible through eight manholes, it was around 10ft deep and, at the time of the accident, there was around three-and-a-half feet of slurry at the bottom.
The men went to the shed and lowered a ladder into one of the manholes. Graham climbed down with a torch and conducted a quick search for the animal.
In his statement, which was read to the court in his absence, Mr Oliver said: 'After about 15 to 20 seconds it looked like Graham was giving up the search.'
He said he then started climbing up the ladder again.

'At the point when his head was just about at ground level - he had looked fine until then - he passed out and sank back into the tank.'
Seeing his brother fall into the slurry, Nevin then climbed down. Mr Oliver rushed off to call for help.
Shortly afterwards, the Ireland under-20 international also succumbed to the poisonous fumes and collapsed into the slurry.
Noel then went down into the tank. He managed to retrieve Graham and began carrying him back up the ladder. Mr Oliver grabbed hold of Graham’s clothing from above as his father climbed upwards.
'Noel was overcome and fell down the ladder,' he said.

'I wasn’t able to hold Graham without Noel’s help.'
Mrs Rice and her husband Peter had been visiting with Graham’s wife Andrea at their house nearby when the accident happened.
As they were leaving, they noticed a car speeding up the drive and went after it to see if something was wrong.
In her statement, Mrs Rice said she ran round to the shed to investigate while her husband parked the car.

'I think I remember someone saying "They’re all in the tank",' she told investigators.
'Someone tried to move me away, I stopped them and got on to the ladder.'
Mr Oliver and neighbour David Wilson both tried to prevent the young woman entering the tank.
When she first climbed down, Mrs Rice located her father and, by grabbing the belt on his trousers, managed to lift him up. She was helped by neighbours to haul him up and out of the pit.
Having recently taken a first aid course, she attempted mouth-to-mouth resuscitation.
'I then went back to the ladder and again went down a couple of steps,' she said.

On that second attempt, she found her brother Graham and tried to lift him out.
But as she emerged out of the pit, she was overcome by the gases.
'I suddenly felt faint and sleepy,' she said.
'The next thing I remember, I was in the recovery position.'
Rescuers finally managed to get both Mrs Rice and Graham out of the tank, but the search for Nevin went on.
A firefighter wearing specialist breathing equipment later found both Nevin and the dog at the bottom of the tank.
Despite frantic efforts to revive the men, Nevin and Noel Spence died at the scene, with Graham declared dead in hospital a short time later.
Mrs Rice was taken to the Royal Victoria Hospital in Belfast where she recovered sufficiently to be discharged to deliver a moving tribute to the men at their funerals.
During the first day of evidence a number of neighbours described how they had responded to calls for help and tried to rescue the men at the Drumlough Road farm.

Mr Leckey said it was 'incredulous' that they had managed to do what they did and pull three adults, their clothes soaked in slurry, from a gas-filled underground pit.
'You are all extremely brave, you all made frantic efforts to effect a rescue,' he told one witness.
After hearing how the tragedy had unfolded, the coroner asked Mr Wilson was he aware of the dangers of slurry gases.
'I think we’re all aware of the dangers but on the spur of the moment these things are done without thinking,' he replied.
Mr Leckey said the Spences had shown an 'understandable desire' to save the dog.

'I think everyone’s instinct would be to try and rescue a family pet,' he said.
But he later asked Fire Service Group Commander Dermot Rooney for his opinion of health and safety legislation which stated that an individual should only enter such a confined space in exceptional circumstances, and then only with the aid of breathing equipment.
'I would absolutely be in concurrence with that,' replied Mr Rooney.
The officer said a gas sensor was placed in the shed while the rescue was ongoing. It briefly sounded, indicating a level one warning.

'If it had gone to the second level I would have had no choice but to evacuate the area,' he added.
Mr Rooney said slurry emitted a number of harmful gases, including hydrogen sulphide, carbon monoxide, methane and ammonia.
Mr Leckey said he was concerned at the number of recent cases he had dealt with involving deaths at slurry pits, describing the situation as a 'very serious problem'.
Northern Ireland’s state pathologist Professor Jack Crane and investigators from the region’s Health and Safety Executive are scheduled to give evidence when the inquest concludes today.

Litter squads make millions: Fines soar as councils enlist ex-soldiers to patrol streets

Covert patrols by former soldiers have seen litter fines soar 90-fold in 15 years.
Dropped bank cards, nut shells and even pens have been enough to warrant on-the-spot fines of £80.
A staggering 63,883 tickets were issued in England last year compared with just 727 back in 1997.
The surge follows ‘payments for penalties’ deals between 15 councils and Xfor, which typically takes £45 from each ticket.

'Booming business': The firm, which is run by former soldiers, pocketed £1.6million in commission last year'Booming business': The firm, which is run by former soldiers, pocketed £1.6million in commission last year
Freedom of information requests reveal the firm, which is run by former soldiers, has pocketed £1.6million in commission. It is expected to issue around 40,000 penalties this year.
Councils insist the fines are popular with residents tired of litter-strewn streets. But campaigners say a ‘private police force’ is targeting pedestrians over the most trivial offences.
Patrols have been known to hide in bushes waiting for smokers to drop cigarette butts. One woman in Blaenau Gwent, South Wales, says she was targeted by Xfor for accidentally dropping a cotton thread from her glove.

Another was given a £75 ticket for walking her dog in a field she had used for 30 years. She was not aware it had been turned into a no-dog zone because warning signs had been stolen.
Other people fined up to £80 a time had dropped a match stick, orange peel and a banana skin. In 2010-11, just seven litter fines were issued by Blaenau Gwent council. But when Xfor was contracted on a commission basis in October 2011 that figure shot up to 1,147 within six months.
In the Vale of Glamorgan fines went from 22 in a year to 500 within two months. Wales accounted for 10,000 tickets on top of England’s 63,000.

And the London council of Bromley saw its £80 fines leap from just four to 618 last year.
Two councils, Birmingham and Blaenau Gwent, pay Xfor by the hour.
Basildon council in Essex has ended its association with the firm after just ten months saying it had lost at least £34,000 when hundreds of offenders failed to pay their fines. The authority promised to give Xfor £45 for every properly issued ticket even if the offender did not pay up.
Research by the Manifesto Club, a civil liberties group, predicted almost half of all litter fines would be issued by Xfor in the coming year.
Josie Appleton, who founded the group, said: ‘It is a booming business. People are not being fined for the most serious offences but for the most trivial. The people who work for Xfor have the power to fine like a private police force but they do not behave in the way a police force would. Many of them are ex-armed forces personnel, when they are on the streets they wear black fleeces and they appear to deliberately blend into the crowd to catch people littering.
‘We have had reports of them hiding in bushes watching a group of people smoking before leaping out to fine people who have dropped butts.
‘Many councils are spending more time investigating and prosecuting people for dropping cigarette butts than for fly-tipping.’
Those who receive fines can take their case to court but risk being fined £2,000 if they lose. John Fassenfelt, who is chairman of the Magistrates’ Association, warned against the use of private firms. ‘Magistrates' court is much more transparent and consistent,’ he said.
Colin Smith, deputy leader of Bromley Council, said the litter scheme was not a money-spinner, adding: ‘It’s a hard line policy. We’re keen to drive the message, residents are sick to death of littering.’

Hillingdon council in West London issued 3,048 litter fines last year.

Clamping down: Councils have insisted the fines are popular with residents who are tired of litter on their streetsClamping down: Councils have insisted the fines are popular with residents who are tired of litter on their streets
A spokesman said: ‘Our residents told us they wanted us to take a tougher stance on littering in Hillingdon and we responded. The council does not aim to make a profit and the income from penalties received helps to fund the running costs of the scheme.’
Local Government Minister Brandon Lewis said: ‘Those who harm the environment by shamelessly littering and fly-tipping should be brought to book.
‘But councils shouldn't be using residents as cash cows and shouldn't be persecuting people for petty or insignificant breaches.’
A spokesman for Xfor last night said: ‘We understand concerns raised with regard to alleged incentivising private enforcement services. We offer a menu of payment options.
‘This includes daily rates as well as a percentage of the revenue from each appropriately raised fixed penalty notice.
‘The vast majority of clients choose the second option to maximise cost effectiveness and achieve cost neutrality. The only people affected by our presence are individuals that leave litter.’

But the glamour of the previous evening seemed a lifetime ago as she padded down the street in a  casual black playsuit and matching glossy Wellington boots.
But the pièce de résistance was her wonderfully eccentric tan coloured floppy hat, which was no doubt a gift from one of her gaggle of designer friends.
However, if she hoped the headgear would help keep prying eyes at bay, she was very much mistaken.
For her star was shining even brighter than usual, as it was impossible not to stare in wonder at the flamboyant headpiece.

It's a look not many women can pull off, and whether you're an A-lister or an average Joanna, there are pitfalls.
To wear with aplomb - and to avoid the dreaded (whisper it) so-called Spaniel's Ear syndrome, the breasts must be on the smaller side of a handful, and be devastatingly pert.

If gravity has taken its toll, the wearer risks trashing their seductive side boob flash with a glimpse of the dreaded droop instead - which is the absolute opposite of erotic, unless you are Nancy Dell'Olio, who has embraced gravity wholeheartedly, taken it between her teeth, torn it up and spat it out.
She is a woman who cares not a jot if her side boob is droopy, and we love her for it.

Not so ladylike! Lady Victoria Hervey flashes a slender rib cage and side boob with her cutaway dress. RIGHT: Robin Wright's smaller cup size means the side boob look is very subtle
Most of us, however, do care. So how to pull off this most tricky of looks?
Firstly, be realistic. If your breasts are much beyond a C cup, think twice. Assess your assets.
Women with DD-cups and above should only attempt the flash of side boob if their breasts are a) envy-makingly pert for their size, or b) hoisted up with the kind of intricate rigging that would keep a galleon on course.
There are ways and means to ensuring side boob success.

THE RIGHT DRESS
First, choose your dress. If you are youthful/blessed with perky breasts, you can go for the big reveal. If not, choose a dress with perhaps a flash of rib, or that reveals the upper part of the side boob for a more subtle take on the trend. There are dresses that are cut out to reveal bare flesh, and those with netting that offer a more demure take on the look, like Michelle's
The popularity of Stella McCartney's panel dress over the past two years has spawned countless copies which are available across myriad high street stores, and the S/S13 catwalks were full of frocks with sheer panelling. This is one trend it should be easy to hunt down on the High Street.
Look for halternecks with cutaway sides, backless styles and mesh panelling.
POSTURE
Posture is key when the side boob is on show. Hunch forward or round your shoulders and your breasts will naturally droop, giving even perky girls a spaniel's ear effect..
This is the time to stand tall, throw your shoulders back, and thrust your chest forward... all damn night.
Keep it in mind at all times: the moment when you're slouching down in your chair looking into your gin and tonic is the moment your side boob will suffer. And no doubt the moment someone will take your photograph.
THE RIGHT UNDERWEAR
The side boob is a look that really lays the breasts bare, in more ways than one. There is little you can do to give really dramatic uplift without resorting to a bra - which destroys the effect.
But, there are techniques that can help. Stylists have a way with tit tape that can create uplift without wearing a bra. It takes a crosshatch-style application of the tape, also euphemistically named fashion tape, that actually pulls the breast upwards and tapes it higher up on the body.
Position the tape judiciously to ensure nothing is visible on the sides.

Nud bra, £48.99, nudwear.com
Sticks on to create the ultimate cleavage when you're going sans brassiere - and will have the additional benefit of pulling the breasts slightly upwards and together so they don't droop down tot he sides.
Especially good if your side boob dress is a halter style with a plunge - you get the best of both worlds: pert side boob and impressive cleaveage. Rinse and reuse again and again.

Fashion tape, £7.50, nudwear.com
Pull the breast upwards with your hands and literally tape it into place higher. Use a criss-cross method to hold the tape in place.

Nud Nips, £11.50, nudwear.com
Going bra-less, if you dare, or if you can - is all very well, but can land you with a new problem: Embarrassingly visible nipples. Wear these pasted over the top for modesty. They can be rinsed and reused over a hundred times.
THE RIGHT ATTITUDE
As mentioned before, Nancy Dell'Olio may not have the pertest pair in town, but she dresses with confidence, she is glamorous and groomed, and she has bags of charisma.
If all else fails, do a Nancy. Make gravity your friend and tell the world you don't care if you don't have the breasts of a 22-year-old.
That is almost as sexy as possessing the pert pair in the first place.
